Some of it is probably true, other stuff is probably him trying to see what he can get away with. The rest of it is just dumb.
For starters you can't contractually obligate someone to break the law. So if you provide everything else on the rider except his weed and he refuses to do the show, you can sue him for breach of contract and would win. Also, providing him with accommodations, transportation, meals and greenroom stuff is not uncommon. It may be a bit excessive, but not too many things out of the ordinary. Finally, riders are not set in stone and are very negotiable. Just make sure you have a paper trail of any changes (like a signed revision or an e-mail accepting the changes).
But yeah...if that's his rider and you want him...that's what you have to provide or get another DJ.

Just because something is in a rider, doesnt mean the artist gets it. That is a list of requests. For a large festival like Ultra or EDC, he probably gets every single one. For a small weekday show in a club, maybe half. For those concerned with drugs, there was no mention of drugs in that rider....that I saw.
