I've never seen this guy live, but judging from what I have seen on youtube, this guy's level of talent [or whatever you wanna call it] does not warrant this many demands, some of which are just stupid.
Expecting a promoter to get weed for you is just plain arrogant imo. He actually thinks it's ok to ask someone to perform an illegal act for him just so that he can play music for an hour. Seriously???

Aoki has gone full retard long ago,same for afrojack,hes been uploading pics of him holding 3 bottles of vodka,tweeting about how drunk he was at his last gig (theres a video too),also banging a slut,and now playing hes also playing dubstep haha.
Deorro(aka ton!c,my fav producer and very humble) is playing with aoki sometime soon so I dunno if I should be happy for him playing with such a big name or sad for playing with a douche.
I'm pretty sure Aoki actually does not drink he just enjoys spraying and spitting alcohol on party goers. (You may have been talking about Afrojack in which case obviously he drinks a ton). Also while I agree it is kinda weird to have a promoter get you weed (especially because who knows if it is gonna be good or not), still it is weed. It's not like he's asking for heroin and a fresh syringe.
But seriously, Aoki sucks live. I've seen him far too many times and I've only enjoyed an aoki set once. The whole inflatable raft was cool the first time I saw him do it....in 2010.
He goes to Manila so often and I have seen him play here about 3 times (because I used to have a residency at a VIP lounge/room of the main club where he played). He's a clown DJ and talent in him is all about his antics and not really about DJing skill. About 80% of the words that come out of his mouth are non-sense. 30% is the word "f*ck".

A promoter in my area confirmed that this is legit on FB the other day. They also admitted that they have provided something even worse for another artist....This seems fake to me...But I can understand a few things in this list considering he would not have the time to go out before heading to the next show but for the most part...seriously?? To be honest besides "1/8 once of local grass" (I'm not catching a charge for a DJ...if he wants it, I'll give him the cash and one of his guys can go score it) don't see anything terribly outrageous on here....well the socks and underwear maybe...If you want him then that's what you have to provide.
Although the line that says powered speakers are never acceptable just shows his ignorance....I'm sure if you put a Meyer system right next to his head...it would be acceptable...and probably take his head off....
