Echo Looping effects plugins and hardware options?

Hey guys, I would like to have the echo loop fx like what the Denon DN-X1500 Mixer does like in this short video:

I would like that fx in either an external fx box or a VST plugin which can work with any DJ software, can you guys give any leads referrals for this please? Thx.

Delay/Echo is a basic effect that most digital and software mixers include - but only advanced ones enable a pre-fader send. What is your setup and we can identify options for you.

Far as Plugins go, I use Reaper which is setup to add fx to any source playing mp3's on my pc. I think I've tried every looper plugin there is and only one which I would like to use is Instalooper but unfortunately it doesn't work with my setup so that leaves hardware.

I need a universal device which I can plug into any of my bud's systems whenever I visit them. They have mixing boards so I can run even a Pedal through it so I am looking for a pedal which can might give that fx. I am seeing some devices like Pioneer EFX 500 and wondering if it might do this?
