Kam bdx 280 turntable assistance required

A friend acquired this turntable and asked me to look at it as he said it was turning very slow on both 33 and 45 rpm.
The tone arm is far too heavy when on the disc with no obvious means of adjustment. There is NO balance weight on the tone arm, should there be one fitted? I have seen images of this model with balance weights fitted and not fitted. How can I find out if there should be one on this model.
Any assistance would be very much appreciated. Thanks.

I'm afraid you have parts missing, it's a low quality old belt drive model. The motor sounds like it's shot, or the belt is loose.

    There should be one.

Thanks very much for the reply. The belt is new, I still suspect that a balance weight is missing as the speed can be seen to increase when the tone arm is raised off the disc.
