If you want to produce music.. that is to actually create your own tracks, then you need decent monitors to do that.. If you are just DJing (mixing other producers tracks together) then you can get away with cheaper monitors.

But yea if you are just starting out with production it will take you months of hard work before you can produce anything good enough to play in a club.. it takes most producers years to get good at it. So you can start with cheap monitors like those MS-40.. tho you will be really disappointed with how little bass you get from them. If you are serious about producing you will need better monitors eventually as well as a good USB sound interface. You can't produce good sounding tracks if you can't hear them.. So basically sure if you have no money start with cheap stuff but keep in mind it is a throwaway you will have to get something better later.
