What kind of effects do you want in particular? For filters, DJM-250 isn't bad at all. It's only a 2 channel mixer but have independent filters on each channel and have seven inputs in total. It's cheap and works well. For a mixer with more effects feature that doesn't cost much is the DJM-750. Another one I would recommend is the Denon DN-X1500. A used one wouldn't probably cost more than $500. Find some used ones online so it'll be cheaper. Stay away from knock-off mixers.

My mate just replaced his 2 channel A&H with the pioneer DJM 350, he absolutely loves it!

^^^ I would not buy the A&H purely because it does not have an on/off switch. I'm not a fanboy whatsoever, but the 350 is the better product for features while the A&H has the sound quality.
Also +1 on a used Denon 1500, I quite like the matrix switchable inputs idea. On the minus side it seems to suffer from lag.
Now you did not specify a budget or if your aiming second hand / brand new.
It was also a pain in arse having the gains on the rear of the mixer, that to me was stupid design. He had spent a lot of time getting to know the filters well and could make some mint sounds with it, but he prefers the Pioneer FX now.

Do you really want Pioneer? Not a bad choice, as it'll be all the same brand.
Ive got a Pioneer DJM-250 and it's a great little mixer, the faders are good quality, the sound quality is great for it's price and if you scratch although the crossfade curve at it's sharpest setting isn't as sharp as some mixers it's good enough to scratch with.

The DJM-250 and 350 are both nice mixers. Shame that Pioneer discontinued the 250.. it is actually for once in Pioneer history an absolute bargain.. for the price you get a very good digital mixer, nice construction with TWO filters. Everything else at that price was pretty much crap. The 350 on the other hand I think is quite overpriced at $600. It is a nice mixer but at that price I think they were pretty stingy with the effects. But since basically the DJ mixer market has tanked, there are no really good budget effect mixer options so Pioneer can get away with it. They don't want to be a cheap brand. Stanton used to be the one for a good cheap effects mixer but they are gone.
Anyway personally I would not spend $600 on a new DJM-350. I'd shop for a used DJM-700 or DJM-800. The 800 gives you more effects and sells $500-700 used, the 700 sells about 100 lower. I have bought two used 800's via craigslist (want to try it first and make sure everything works.. they can be expensive to get repaired) and had good luck with both.
For your XDJ's ideally you would want one of the Rekordbox compatible Pioneer models but I think that those would definitely not fit your requirement of "won't break the bank".
