For me, I only really use samples to say something. I think that's definitely the most effective use of them.

Here's a couple of examples from my last mix: -

The samples I use there say "Hi, name is... Sigma" and "while I'm here I'd like to thank...the DJ Class E". The second one is because a guy called DJ Class E hooked me up with a guest slot on a radio show, which is where the mix was being aired, so I thanked him via samples in the mix.

That's the end of the mix, where I use samples to say "and oh yeah, I'd like to send an extra special shout out to.... The B, the O, the B, the B, the Y... Bobby... Tempo... Peace!" as Bobby Tempo was the host of the radio show.

So yeah, to me there is no objectively better use of samples than to use them to actually say something. Using airhorns and gunshots and shit has its place, but it's not the best way to use samples.
