The problem is that I feel that majority of the cats on here dont want to sit down and listen to 30-60 minute mixes. Taking the time to really listen and break it down, listen to techniques and catch the mess ups for constructive criticism.

I noticed a lot of mixes have no description, no tracklist, no information whatsoever. Nobody will go for these as most of the time you end up with some skrillex, avicii or diaorihanna [insert shit you don't want to hear here] in there. Also, a lot of people post their first mix just after buying their first mixer after opening a couple of what mixer should I buy and help I can't get no sound from my mixer threads. I am guilty of avoiding these (for more or less obvious reasons) and rather go for the mixes from experienced DJs who I know will deliver.
Last but not least I always rate. In a nutshell: if this is your first mix ever and you don't even go through the effort of putting a tracklist up then no chance of me sitting down for an hour and giving you some feedback that will sound more like a list of typical mistakes.

I'm with you on this.
Most thread have no ratings. Some have 5 star ratings, which shows that people tend to only rate a mix if they think it's worth 5 stars. I would like people to use the ratings system more regularly and to be honest about the rating too (rather than not bothering unless the mix is great).
My biggest problem is I hardly put up a tracklist, which I know I should do more. But fo my listening, I am not so concerned if one is there or not. I just wanna know the genre more than anything.
Another thing is that I'll often download a mix from here. Even if there's no tracklist. And sometimes I really enjoy it but I have a shitty memory. So even though I might download a song from someone's Soundcloud. If the actual filename is 'Untitled 1.mp3' or 'Mixdown.mp3' or even 'House Mix Summer 2012.mp3', I can't go back and tell them because I can never be bothered finding the thread again.
But as Manu mentioned,
A tracklist is a much better way to get more listens and you're likely to get better feedback from people who enjoy that genre of music and who have probably heard/made a lot of mixes with that style of music.
I don't even know how to rate a threat TBH.
