IT was probably some really drunk guy who got curious and nudged the record and tried to correct it. Then people started thinking it sounded cool. You really can't attribute it to one person, but it became popular all around the same time. Wikipedia has an article.

I don't think any one person invented it. A number of people perfected it though.

If you are interested in the history of scratching, there is a documentary film named Scratch. Typing on phone so not able to give you a link, but it's not hard to find. You'll get some great info, on most of the pioneers of scratch history (where it all began).

The song in that video pre-dates Theodore by years, but he's using reel to reel tape there. To me, that's still scratching though. Not quite as good as Cut Man Doo mind you, haha: -

As for hip-hop, it's hard to say who really "invented" it. Grandmaster Flash claims that he did: -
I guess maybe me and Theodore have to sit down some day and figure this out. I came up with my style; Theodore was my first student; and before me there was no one. So who taught him how to play? But I'm not gonna argue: I love him and I do credit him for making the style believable.

^^^ Crazy! I thought that video was from maybe 10 yrs ago, but I checked out the date, and it's a battle. Cool how they're still rocking reel to reel. Would probably be hard to do on a big reel to reel.
