So I was talking with Stripe today and asked about the chat. He mentioned that -J was taking care of it and I had one suggestion that would probably work well for what you guys want to do. I know that DB integration and a deny-all policy for random users would be desired.
InspIRC Daemon would work for this.

Database module needed for MySQL: http://wiki.inspircd.org/Modules/2.1/mysql
Some more info on MySQL integration and the way the API works: http://wiki.inspircd.org/Mysql2
I am looking for some other specific modules, but their wiki is down right now and I'm going off of memory...
For one I know there is a module that allows you to make it so there is a static # of rooms and another that only allows admins/operators to create new rooms - I use these two on my own server.
There are other modules that allow you to set approve/deny policies on access (like using the MySQL authentication) before they can access anything. There is a ton more modules as well, all found here: http://wiki.inspircd.org/Modules
I'll post up some more info when I get home off of my own config file.

All I know is, it better have the filters that the admins forget the passwords to and can no longer edit... or the original charm will be lost!

Not sure that spinning up an entire IRCd just for the forum is really necissary... We could probably chuck a room on Freenode and be done with it...

 I didn't lose the password, the changes just wouldn't stick.

We're looking at some options. While IRC is flexible, we're looking for something a bit more "one click" as far as setup and maintenance goes. There's a pretty slick looking option out there that ties in nicely with the forum/site. There's another one we're investigating right now as well.
For the record, no, the previous Flashchat we used isn't making a comeback. It'll have a different back end.

Oh yeah, it wouldn't be the same without them!
I quite like IRC, have used it for years, but whatever is the most maintenance free whilst being reliable and user friendly is the best option.

Add a shoutbox. You can have it so it's like a separate chat room available via a tab at the top of the forum: -

Or you can have it on the top/bottom/side of every page, with an option for the user to hide it if they don't want to see it: -

Or you can have both of the above options.
You can use it for announcements too: -

With a site with this many active members, it may turn out to be a disaster, lol, but it may be pretty cool.

One of the options I was looking at is a shoutbox, but it didn't break out into it's own window. The program I have my eye on right now has a shoutbox like function, but also has it's own chat window.
